There are many reasons for this, many unfounded, that make this the first thing to go when trying to cut down the scope or cost of a project. One of the hardest things to do as a User Experience professional is to get sign-off on design work. I have seen designers go through multiple cycles of mockup reviews with stakeholders, struggling to get buy-in for their proposed solutions. Even if the designs are based on heuristics or best practices, stakeholders still lack the confidence that these designs are the “right” way to go.
